- SEPTEMBER 23, 1969: H.R. 12549 debated, amended, and passed by the House by a record vote of 372 yeas to 15 nays. Agreed to a series of amendments that: Separate this act from the Fish and Wildlife Act; remove Senate confirmation of Council members; Separate this act from other similar programs; and Made a series of technical amendments. Agreed to an amendment that seeks additional material in the report the President submits to Congress annually, regarding the implementation of this program. A point of order against the Daddario amendment was sustained. Agreed to an amendment which excludes other Federal officials or agencies created by other provisions of law; and places a spending ceiling on the bill. Agreed to amend the title. Proceedings vacated, laid on the table, S. 1075, a similar bill was passed in lieu . H. Res. 544, the rule under which H.R. 12549 was considered, was adopted by a voice vote . S. 1075 passed the House amended to strike all after the enacting clause and insert the language of H.R. 12449 as passed. House insisted on its amendments and requested a conference. House appoints Mr. Garmatz, Mr. Digell, Mr. Aspinall, Mr. Pelly, and Mr. Saylor as conferees .
